Required Meetings
- The principal shall arrange for the election of members to be held prior to September 15.
- The principal will convene an organizational meeting where a chair and two members to assist the chair are elected no later than October 1.
- The Stakeholder Meeting will take place during the school year reporting to the county board and WVDE. The report must be posted on the school and county websites.
- The County Board of Education must meet at least annually with the LSIC of each low performing school (CSI School). The minutes must be forwarded to the WVDE by September 1.
- All other LSIC meetings will be at least every nine weeks or equivalent grading period. Minutes shall be posted on the school's website.
Voting Membership
- Principal
- Serves as an ex officio member
- Three Teachers
- Elected by the faculty senate of the school
- Serve a two-year term (Elections shall be arranged so that no more than two are elected each year)
- Two Service Personnel
- Elected by the service personnel employed at that school
- One of whom may be a bus operator who transports students enrolled at the school
- Serve a two-year term (Elections shall be arranged so that no more than one is elected each year)
- Three Parents, Guardians, or Custodians
- Must have a student enrolled at the school
- Elected by other parents, guardians, or custodians in a manner determined by the principal
- May not be employed at that school in any capacity
- Serve a two-year term (Elections shall be arranged so that no more than two are elected each year)
- Three At-Large Members
- Appointed by the principal
- One whom resides in the scshool's attendance area
- One whom represents business or industry
- Not eligible for membership under any of the elected classes of members
- Serve a one-year term
- CTE Schools/Comprehensive Middle and High Schools
- Up to 4 additional members appointed by the principal or CTE director
- Represents an employer, employer-sponsored program, apprenticeship program, ad/or post secondary education
- Serve a one-year term
- Students in Grade Seven or Higher
- Student body president OR other student elected by the student body
- Serves a one-year term
The LSIC Chair
- Elected from the membership
- Serves a one-year term
- Responsible for setting agendas and notifying each member in writing five business days in advance of any council meeting
- If a chair's position becomes vacant, the principal shall call a meeting to elect another qualified person to serve the unexpired term.
- The principal of the school shall not serve as the chair.
General Operational Procedures
- The county superintendent shall monitor principals to ensure all LSIC meetings occur as outlined in Policy 2322.
- All meetings of the LSIC must be open and announced to the public in compliance with the provisions of the Open Governmental Proceedings Act (W. Va. Code 6-9A-2(6)).
- The LSIC shall ensure that minutes are taken at every meeting and made available to the public on the school's website and upon written request made to the school's principal or council chair.
- Each LSIC may adopt a set of bylaws or meeting procedures that are consistent with state and local policy and W. Va. code. The WVDE provides resources and technical assistance for conducting effective LSIC meetings.
